Present: Richard Leone Chairman, Stephen White Vice Chairman, William Roach, Donna Nashawaty Town Manager.

Not Present: Fred Gallup, Emma Smith

Also Present: Howard Sargent, Charles Smith, Rem Mastin, Spec Bowers and Scott Unsworth.

The meeting was called to order by Chairman Richard Leone at 7:00PM

APPOINTMENTS:   
        Howard Sargent, Director, Emergency Management- update on ice storm. Howard would like to thank the Board of Selectmen, Town Manager, Police Chief and Road Agent for their help during the recent ice storm. Howard organized and opened an emergency shelter on Friday night at the Sunapee High School. On Saturday he opened up the Safety Services Building as a hospitality center.
        On Saturday morning house checks were done throughout the town. Between the Town Manager, Police Dept and Road Agent the communication was good.

Donna Nashawaty on Behalf of Conservation Commission - brought up the discussion regarding the conservation warrant articles. The new law authorizes 2 specific warrant articles to adopt new powers for the Conservation Commission.  The new statute is effective January 1, 2009. The powers contained in the new version of RSA 36-A:4 apply to all conservation commissions in the state , regardless of whether town meeting considers the optional powers contained in new RSA 36-A:4-a. Per an email sent to Donna Nashawaty from Van Webb, Chairman of the Conservation Commission, after discussion as a group, the Conservation Commission may want to adopt one part of the new language and not the other. They are very interested in being able to support conservation projects that are being undertaken by other groups in other towns and feel we should adopt the language that allows us to do so. The Commission’s research indicates you can take this option and are not bound to adopt the other part of SB381 which allows holding an interest in property that is outside the town boundaries. It is difficult to convey and the concept becomes very confusing in its explanation. Motion to accept Stephen White, seconded by William Roach. Unanimous.




SELECTMEN ACTION:
        Town of Sunapee elects to participate prospectively in the New Hampshire Retirement System’s tax shelter program under the provisions of RSA 100-A:16, I(e) and the Internal Revenue Code Section 414(h). Motion to accept Stephen White, seconded by William Roach for discussion. Unanimous.
        
Donna Nashawaty reviewed warrant  articles (see attached articles) with the word “new” added to article 15, the words recommended by the Board of Selectmen deleted from article 17 and Article 20 is only a draft. Donna will call June Fichter, Lake Sunapee Protection Association on article 25, re: Sunapee Watershed.
                
TOWN MANAGER REPORTS:
               New London Dispatch update-Donna Nashawaty, Dan Ruggles and Joe Collins attended the meeting. New London is reviewing data before making decision to use County. Fire Dispatch will still be done by New London as County not proposing to do Fire, only Police.
        Grandliden Agreement: water line installed.
        Motion made by Stephen White for Chairman of the Board of Selectmen be allowed to sign the agreement, seconded by William Roach. Unanimous.

CHAIRMAN’S REPORT:
Chairman Leone thanked Donna Nashawaty for the court case update.
        
        Schedule of BOS Meetings: New dates include January 5th and January 12th, then regularly January 26th and every 2 weeks ongoings.

There has been a request to film the Board of Selectmen’s meetings.

OLD BUSINESS: Travel reimbursement discussion was tabled until a full Board was in attendance.
